To save Perry White from a gang of swindlers who seek his life, Superman took him to the Fortress of Solitude and adopted Perry's place, pretending that Perry White was his secret identity.
However, the real Perry ingeniously escaped from the Fortress, using some of Superman's souvenirs, including a flying belt. Finding that he had been publicly identified as being Superman's secret identity, he decided to continue the impersonation. Using the flying belt and sheer bluff, he captured a crook. However, the swindlers deduced that he was not really Superman, and planned to shoot him. Superman saved him, and reclaimed the flying belt.
