Myke Chypurz aka Storm Boy once applied to join the Legion of Super-Heroes, but was rejected because he had no native super-power (he used a weather-control device) and also tried to deceive the Legion.
Years later, and having in the meantime somehow acquired a genuine weather control power, he joined the xenophobic superhero group called the Justice League of Earth. The team consisted of Earthborn Legion rejects obsessed with spreading lies about Superman's origin. They believed that Superman was human and that all aliens (including humans from other planets) should be deported from Earth. The Legion defeated the team with the help of Superman, and the villains were sent to Takron-Galtos the prison planet.
When Superboy Prime returned he freed the inmates of Takron-Galtos, and formed a new Legion of Super-Villains that included the Fatal Five and the Justice League of Earth.
The Justice League of Earth attacked the United Planets Government Complex in Metropolis, intending to kill the President of Earth "for crimes against humanity", but they were electrocuted by Legionnaire Lightning Lad.
