History

Alaktor was a villain whose somewhat vague powers depended upon a device known as a Marvel Belt. This disqualified him from Legion membership. His real aim in attempting to join the Legion, though, was criminal. He purposed to infiltrate Legion Headquarters to figure out their security procedures so he could later steal a time bubble and replace Superboy, Mon-El, and Ultra Boy's brains with those of Hitler, Nero and Dillinger.
